Subpart W extends the coverage: 1926.1000 places motor graders squarely inside OSHA’s rollover protective structure requirements, with or without attachments.
What no agency issues is a grader license. There is no federal operator card for this machine, so the qualification duty lands on the employer through 1926.21(b)(2): instruct each employee in the recognition and avoidance of unsafe conditions for the work they do. What a properly built course does — and what OSHA, your insurer, and a general contractor’s prequalification packet actually require — is establish documented baseline competence and safe operation, and identify precisely which operators need more supervised seat time before they inherit the finish work.
Hazards Built Into the Machine Itself
Grader training that transfers to the field is organized around how this specific machine gets people hurt:
- Articulation — the frame hinges behind the cab, creating a pinch zone nobody should occupy while the engine runs and a tail swing that surprises workers who expect the machine to track straight.

Operators learn how their work fits inside a temporary traffic control setup built on MUTCD-style principles — advance warning, tapers, buffer space — how to work with flaggers instead of around them, and how to manage windrows so a ridge of gravel never sits in a live lane waiting for a motorcycle. Shoulder grading gets its own attention, because mailboxes, guardrail ends, culvert markers, and utility pedestals all live exactly where the toe of the blade wants to travel.
Haul roads demand the same discipline. In pits and mines, the grader shares its roadway with loaded articulated trucks and haul units many times its weight, where radio protocol, positioning against the berm, and windrow height decide whether maintenance and production coexist safely.

For crews with existing seat experience, the standard format is one day on your site: classroom and written test in the morning, walkaround and scored practical evaluations in the afternoon. Larger rosters or multiple machines extend the schedule so the seat time stays real.

Records, Refreshers, and the Three-Year Clock
Every operator leaves the visit with paper behind them:
- A certificate and wallet card naming the motor grader as the equipment covered
- The written test and individually scored practical evaluation, signed and dated by the evaluator
- A training roster and topic outline for the safety file — the package auditors and GCs ask for by name
- A straight answer on any operator not yet ready for unsupervised work, and what closing that gap takes
To be precise about the credential: it is an employer-based qualification documented by a third-party trainer. It strengthens your file; it never replaces your duty to supervise. Does the course cover working on roads open to traffic?
Yes. The operator’s interface with temporary traffic control is core content: working inside an MUTCD-style setup, coordinating with flaggers, managing windrows so they never become a hazard to passing vehicles, and handling shoulder obstacles like mailboxes, guardrail, and utility pedestals. Do seat belt and ROPS rules really apply to graders?
Explicitly. How many grader operators can be evaluated in one visit?
Classroom size flexes; evaluation time doesn’t. Grader exercises take longer per operator than most machines because blade work is measured, not eyeballed. Do we have to pull the grader off production for a full day?
